I'm the developer of RegenDetector. RegenDetector/RainDetector does have an English translation. Unfortunately the services that are used to determine when it's going to rain on your location are only available in the Netherlands and Belgium.

RainDetector AndroidRainDetector is a usefull widget which warns you for approaching rain. The widget has an English translation but some features only work in The Netherlands and Belgium .... You can look for more information on the developers website....and see the developers comment below.
